Help for Disadvantaged and Minority Businesses
The Lee County DBE Program


The Disadvantaged Business Enterprise (DBE) program specifically for minority and woman owned business, is committed to providing assistance to Lee County’s small business community in the following areas: State Government Certification application assistance; business and technical assistance; and procurement assistance.

The DBE program is not an entitlement program, but a marketing program for qualified businesses to become certified and aggressively go after county and state contracts.

Federal - Policy Statement

It is the policy of Lee County Board of County Commissioners to recognize the authority and applicability of the U.S. Department of Transportation's Rules and Regulations governing the Disadvantaged Business Enterprise participation (49 CFR PART 26). Lee County is also committed to the implementation of these Rules and Regulations through its approved Disadvantaged Business Enterprise Program.

  1. The disadvantaged business shall be assured, to the fullest extent possible, the opportunity to participate in the performance of contracts financed in whole or in part with Federal funds, and
  2. No person, subject to the activities of Lee County shall, on the basis of race, color, national origin, sex, religion, handicap, age, or marital status be excluded from participation, denied the benefits of, or otherwise be discriminated against in connection with the award and performance of any contract financed in whole or in part with Federal funds.

Reciprocal Partnership

On January 1, 1999, Lee County's DBE Program entered into an Inter-local Reciprocal Certification Agreement with the State of Florida's Office of Supplier Diversity (OSD). This partnership was established in an effort to reduce the multiplicity of certification applications and renewal forms being requested of disadvantage owned businesses.

Lee County also recognized and accepts the certification of the following local entities:

Florida Department of Transportation (FDOT)
Lee County Port Authority
South Florida Water Management District
Federal 8a SBA Program

Vendors who are interested in becoming a certified DBE/with Lee County may do so by accessing the OSD's website at http://osd.dms.state.fl.us/

DBE's who are interested in obtaining information on how to register as a vendor, or in becoming certified with other local governmental entities may contact those agencies directly.
